The ships are identified as HMS Nile, Nimble and Desperate. After puzzling a long while about those white shapes behind the standing figures I guess that those are canvas sails drying after having been washed down with fresh water on the Dartmouth shore. I think that hill behind the largest ship is Clayton Park. Source.
